Public roads in Holly Springs are maintained by two entities: the Town of Holly Springs and the N.C. Department of Transportation. The NCDOT is responsible for construction and maintenance of most major roads in Holly Springs. Changes to state-maintained roads require DOT approval. The Town of Holly Springs maintains most neighborhood streets.

Interstate 540 Southeast Extension
NCDOT’s "Complete 540" project will extend Interstate 540 from Holly Springs to Knightdale. While this is a state project, Town staff is coordinating relocation of utilities affected by interstate construction.
