In alignment with the Town of Holly Springs’ strategic priorities for the future, Town Manager Randy Harrington presented his recommended budget for fiscal year 2024 during Tuesday’s council meeting. The $93.8 million recommended budget is a 6% increase from last year. The Town continues to enjoy strong economic growth and is making the investments needed today to keep up with the increasing needs of a growing community.
“This budget really zeros in on the infrastructure and quality of life investments that are going to position Holly Springs for the future,” said Harrington. “We want to make sure our community has the water it needs to grow and thrive, additional investments in parks to meet the demands of our healthy and active residents, and increased funding for our public safety departments who continue to make us one of the safest communities in the state year after year.”
Recommended Budget Highlights:
- Securing drinking water for the future by partnering with other municipalities to increase the Town’s water supply
- Expanding the Town’s wastewater treatment capacity
- Placing a $100 million Parks Bond on the November 2023 ballot to develop a 56-acre park across from Holly Springs High School and upgrade park facilities throughout Town
- Elevating emergency 911 response capability
- Investing in emergency preparedness tools and staff
- Transportation investments to reduce congestion
- Constructing a new Fire Station #3 near Carolina Springs
- Funding a new Operations Campus to handle the growing community’s public service needs
- Adding 27 new positions that reflect continued service demand growth
Financial Investment Highlights:
- No property tax rate increase
- Water and sewer rate fees increase with an average user paying $9.82/month to secure future water and wastewater supply
- Garbage and recycling fee increase by 56 cents/month
- Yard waste fees increase by $3/month
- No change in stormwater fees
