Planning to develop in Holly Springs?
Before submitting a development application, please review the general inquiry and sketch plan meeting requirements.
Each application type should be submitted separately.
Land development (preliminary, special study, construction) submittals are due by Noon on Friday to be routed for review the following week. For a successful submittal, please review the digital submittal guidelines.
Every Land Development submittal should include a Certification of Plan Submittal.

A BlowOff Permit is applied for directly in the Portal.
Follow the BlowOff Permit Instructions for a successful submittal.
- Blowoff permits must be scheduled directly with a Town Development Inspector.
- Staff must be present to open and close the Town valve.
- Development Services requires a 24-hour notice for processing a BlowOff Permit request.
For work performed in Town rights-of-way, please upload the following application to the Portal.
For work performed in NCDOT rights-of-way, email your signed application and any supporting documentation to DSIntake@hollyspringsnc.gov.
